SYSTEMS ENGINEERING AND LIFE CYCLE MANAGEMENT WITH ISO/IEC 15288

System Technology Institute announces a tutorial: Systems Engineering and Life cycle Management with ISO/IEC 15288 (Systems engineering—System life cycle processes). MIL-STD-499B (Systems engineering) and DOD Instruction 5000.2 (Operation of the Defense Acquisition System) serve as the source for selected topics. The tutorial will be revised as the standard is revised or systems engineering evolves in a notable direction.

Systems are pervasive. A quark, a molecule, a human, or the Universe itself is a system; so is an engine, a manufacturing plant, or an organization of persons. Systems—be they natural or human-made—are essential to the survival and evolution of humans. Systems are interdisciplinary: the arts, sciences, technologies, and engineering contribute to systems. System thinking and system approach are the foundations to engineering systems. Systems engineering is systematic application of management and technical means to provide solutions, products and services as the system is evolved through its life cycle—from conceptualization through development, production, operations, support, and phase-out.

Systems engineering sits at the center of our applied disciplines. The system engineer, therefore, in order to be effective, needs: (1) Basic understanding of the underlying disciplines, including system science, operations research, communications, and computers; (2) Formal education in systems engineering, system analysis, and program management; and (3) Proficiency in listening, reading, writing, and briefing.

This tutorial is especially designed for those who are too busy with their work and families to get formal education in systems engineering right away but need to apply it at work. The tutorial provides an advanced introduction to both the management and technical aspects of systems engineering and a practical step-by-step guidance on how to apply the standard on organizations and projects and in agreements. It prepares them well for their work and for future pursuit of advanced education, if so desired.

In four days, the tutorial will cover the following major chapters:

  • Day 1 and 2: Concepts and preparatory topics from system science, applied sciences, systems engineering, and program management.
  • Day 2: Life cycle phases (stages) and related evolutionary management.
  • Day 3: Life cycle processes; development process in greater depth.
  • Day 4: Applications. Includes two application demonstrations. Students will be requested to bring in a short statement of work to the class for a third demonstration.

In addition, e-copies of the following will be provided to the students:

(1) Appendix: Supplementary and additional topics, including outlines of a viable systems engineering curriculum for a graduate degree and the basics of a capability maturity model; and

(2) Documentation templates (MS Word files): Operational Concept Document; Systems Engineering Management Plan; Test & Evaluation Management Plan; System/Subsystem Specifications; Interface Requirements Specifications; System/Subsystem Design Description; Interface Design Description; and Integrated Logistics Support Plan.

The tutorial will be given by Dr. Raghu Singh. He was the founder of the ISO/IEC systems engineering project and author of the first working draft of ISO/IEC 15288. He was the Navy member of the Joint-Services committee on MIL-STD-499B. He wrote the first working draft of ISO/IEC 12207: 1995 (Information technology—Software life cycle processes) and was its editor. He directed the development of MIL-STD-498 (Software development and documentation). He has an M.S. in System Science and a Ph.D. in Physics.
