PERFORMANCE-BASED SERVICES
Maximum Performance at Sole Source Savings
Federal government agencies can streamline the procurement process by awarding "8(a) only" sole source or competitive contracts less than $3 million directly to certified SBA 8(a) companies such as STI.

Government agencies and prime contractors can receive government small business credits by choosing to do business with STI under certified 8(a) Sole source acquisition process. STI delivers professional IT services using our own best practices as the standard of quality to ensure success.

Started in 1984 as a learning institute for the defense community, STI has harvested the  knowledge of our subject matter experts to impart mission-critical metrics to the technology services required by today's expansive and diverse IT industry serving the government.  We are small enough to remain customer-focused, while managing risk through internal processes. As a Sub or Prime, STI brings 27 years of Past Performance in DoD.

Leveraging our 8(a) status to improve win rate

Our 8(a) sole source vehicle provides a lean alternative to the bidding process
> Easy choice: Contracts under $3.5M can be awarded without requesting competitive
bids with a simple high level statement of work.
> Less cycle: the time required to award an 8(a) sole source contract is just days.
> Low administrative costs: procurement process and time are reduced to a minimum.
> Best value: we negotiate directly with the contracting officer to ensure savings.
> Small business advocacy: agencies meet SB, 8(a), SDB and WOSB targets

The Process

• KO engages STI to write up a statement of work based on agency requirement
• KO and STI negotiate price
• For awards less than $100,000, agency sends a copy of the purchase order to SBA, which then signs the contract based on STI standing as 8(a) contractor.
• If the agency is one of 25 that have a memorandum of understanding/partnership with the SBA, the agency signs the contract for SBA and sends a copy of the signed contract to SBA. For awards greater than $100,000 but less than $3 million, SBA sends an acceptance letter to agency.
